The examination guidelines do not reflect the reality: Some pupils have severe difficulties in written exams, but get along well enough, if interviewed. Others have difficulties to cope with the exam situation, although their language knowledge is quite good, etc. We should thus try to have oral and written exams and try to avoid intimidating procedures before the exams...
