Skärholmen is one of Stockholm´s 18 city districts with 31, 500 inhabitants most in rental housing. The area was built up quickly in the 60´s under a programme which was set up to provide one million apartments in Stock-holm. 40 percent are immigrants, and more than 80 languages are spoken in the area. Statistics show a high level of unemployed inhabitants, in need of social welfare and having low incomes on average EUR 29, 676.

Overall goal
The goal of the pilot project is to create a leisure time organisation that is based on the empowerment of young people. One of the initiatives within the project is to build a youth leisure centre in partnership with young adults (16-19 year of age) and other interested partners in the area.

Target group
Young people, 5-19 years of age.

Steps
Decision in the city district council on the overall principles regarding the project. After identifying the needs and demands of the young people in the area it is intended to make an inventory and to gather a group to run the leisure centre for young people. After the steps of planning the appropriate measures, the project will be implemented as a regular public service.
